Throughout 2023, the Dicastery for Promoting Integral Human Development produced four pastoral reports.
Considering the 109th Message for the World Day of Migrants and Refugees (WDMR) of the Holy Father, the leitmotif of the research is the pastoral care of migrants in light of the Message’s theme Free to choose whether to migrate or to stay.
The theme means, to ensure that all have the conditions necessary for accessing integral human development in their homeland, without being forced to emigrate. The right not to have to emigrate is understood as the fundamental right of every individual "to life, liberty, and the security of their person," that is, to lead a life of dignity in one's country of origin.
The reports entail qualitative research on selected good practices (GPs) in five regions (Africa, Asia, Europe, South America, and Central America-Mexico-Caribbean). The GPs are categorized according to practices in the country of origin and transnational projects also involving diaspora communities.
